Information about Programmes / Schemes for the welfare of handicapped financed by the Govt. of India through voluntary organizations.

Assistance to voluntary organization for the disabled:

Assistance for aids and appliances.

The Govt. of India under the scheme provides free aids and appliances to these persons with disability whose monthly income does not exceed Rs. 1200/- while 50% subsidy is provided to those whose income is Rs. 1201-2500 per month. This scheme is being implemented through both govt. & non-govt. agencies.

Assistance to Voluntary organizations for rehabilitation of leprosy-cured persons.

This scheme envisages providing financial assistance to voluntary organizations working for leprosy-cured persons.

Assistance is given upto 90% to such voluntary organizations which:

(i) Develop Programmes for awareness generation,
(ii) Early intervention,
(iii) Educational and vocational training,
(iv) Economic rehabilitation and social integration of the leprosy-cured persons.

Assistance to voluntary organizations for persons with general palsy and Mental retaredation:

This scheme aims at developing organizational and infrastructural facilities for:

(i) Manpower training and professionals
(ii) hostels

and other assistance required for imparting training of various categories of workers such as:

(i) Vocational teachers
(ii) Rehabilitation workers, wardens etc.

In the field of Cerebral Palsy and mental Retardation.

Assistance is available upto 100% of expenditure for recurring and non-recurring items.

Assistance to voluntary organizations for establishment of Special Schools

Under this scheme grant is given to voluntary organizations upto 90% for the establishment of Special Schools.

Preference is given for opening schools in districts where such schools do not exist and for upgratuation of existing schools.

This scheme was started in 1993-94.

The ultimate objective of the scheme to establish at least one special school in each district of the country with the help of the voluntary sector.

National programme for the rehabilitation of the disabled.

This scheme aims at providing a more comprehensive package of rehabilitation services to the rural areas. The scheme will take into account the following areas:

i) It will offer rehabilitation services viz.: -

- Restorative therapy
- Early detection and timely intervention,
- Parent counseling, and
- Provision of aids and appliances and at the village, PHC, CHC and district levels to disabled persons.

ii) Provide assessment, guidance and referral facilities, for educational services.
iii) Undertake the work of awareness creation and information dissemination to tackle various aspects of disability including prevention and rehabilitation.
iv) Rehabilitate every disabled person as fat as possible in his own environment.
v) Mobilise community support and coordinate all existing Services / schemes for prevention of disability and rehabilitation of disabled persons.

This scheme is being finalized as a Central Scheme wherein assistance would be given directly to no-govt. organizations by the Govt. of India.

National Awards.

National awards in fonformity with the UN Resolutions, the Govt. of India have decided to observe 3rd Dec. as International Day for the Disabled.

Each year on the accasion of the world Disabled Day Awards are given by the President of India to the following:

(i) Best Employer of handicapped.
(ii) Best handicapped employee and Handicapped Self-employed.
(iii) Best individual working for the welfare of the handicapped.
(iv) Best institution working for the welfare of the handicapped.
(v) Placement officers
(vi) National Technology Awards for welfare of the handicapped.

Relief Assistance under Bi-lateral Agreement.

Govt. of India operate Bilateral Agreement on gift India with the Govt. of :

- Federal Republic of Germany,
- Sweden
- Switzerland
- U.K.
- U.S.A. and
- Other U N organizations especially UNICEF.

Reservation in jobs for handicapped.

Central govt. and its Public Sector undertakings have reserved 3% posts, 1% each for:

i) Orthapaedically handicapped.
ii) Speech and hearing handicapped, and
iii) Visual handicapped.

Govt. of India organizes special drives through, the Staff Selection Commission to clear back-log for employment of disabled persons.

Estimates of the member of disabled persons in the country.

A country-wide survey conducted in 1991 covering disabilities:

i) Visual disability,
ii) Hearing disability,
iii) Speech disability, and
iv) Locomotors disability revealed that:

About 162 lakh people are estimated to have one or the other of the facer types of disability mentioned above. This constitutes about 2% of the total estimated population of the country

A sample survey conducted in 1991 for persons with delayed development between 0-14 age estimates that about 3% of the estimated child population are having delayed development.
According to amateur estimate, it has been estimated that about 2% to 2.5% of the population of the country is mentally retarded.

A study conducted by Indian Council for Medical Research estimated that 6.8% people in urban areas and 10.8% people in the rural areas had significant hearing losses.

According to Natural Programme for control of Blindness (WHO Report, 1989), about 286 lakh persons are with low vision.

It has been observed that for the country as a whole the prevalence of physically disability was 20 per thousand in rural sector and 16 per thousand in urban sector.

i) HP Government provides pension @ Rs. 100/- per month to disabled persons and widows
ii) HP Government provides pension @ Rs. 120/- per month for rehabilitation of leprosy patients.
